JSON Array or Object?
CSV is a table, so it usually becomes an array of objects (one per row); a single config is more natural as an object. Decide the target shape before converting so downstream code does not need an extra unwrap.
Two shapes
Array of objects: [{"name":"A"},{"name":"B"}], good for tables and lists.
Single object: {"name":"A"}, good for configs and detail records.
Conversion notes
Empty headers become column_N; duplicate headers overwrite, so make them unique.
Numbers and booleans have types in JSON but are strings in CSV; mind the round trip.
